• Shops to open from 9 AM to 1 PM only
SAS Nagar, April 4( Wishavwarta)-As the district borders the UT of Chandigarh and along with Panchkula forms the Tri-City area, it is necessary to align relaxations with those given in these places to enable genuine movement of people, said Girish Dayalan, District Magistrate, SAS Nagar and added that Mohali has been declared to fall in the “Orange” zone by the Government of India, but keeping in view the high incidence of cases and the continuous unavoidable movement to and from Chandigarh (a “Red” zone), restrictions applicable to a “Red” zone will be enforced in the district SAS Nagar as well, unless specified otherwise.
Issuing orders under Section 144 of Cr. PC, he informed that new relaxations in curfew (in addition to those already in place) have been made. Relaxations henceforth include that all Shops and Commercial Establishments shall be allowed to operate in Rural with 50% strength, except Shopping Complexes/ Malls. In Urban Areas, All stand-alone shops, neighborhood shops and shops in residential complexes – without the distinction of essential/ non-essential goods. (Orange Zone) However, Single/ Multi-Brand Malls or Multiplexes or shops in market complexes shall not be allowed and Shops which dealing in services like saloons, barber shops, etc. shall remain closed. The Restaurants/ eateries shall remain closed, except for home delivery with specific prior permission of the undersigned.
All shops shall open on a staggered rotational basis – at any point no more than 50% units shall in a single neighborhood/ residential complex/ sector/ bazaar as per plan worked out by Area SDMs/ DSPs with the respective Traders Association.
All shops shall be open from 9 AM to 1 PM only.
No Shop shall open on Sunday. However, this will not be applicable to home delivery of essential commodities which may continue on Sunday as well.
Conditions to be strictly observed include that Only one member of the family/ household shall be allowed to step out for procuring supplies. The supplies should, so far as possible, be procured from nearest shop in the vicinity avoiding the use of vehicles. Immediately after the necessary purchases, the person shall return to his home. All shall follow social distancing guidelines and avoid crowding – failing which, they shall be liable to penal action.
Persons over 65, small children, and persons with co-morbid conditions must continue to remain at home. All shops shall demarcate (with a sign/ circle etc.) area where people can await their turn , to follow social distancing guidelines. They shall also regularly sanitize/ disinfect their premises. At the end of relaxation i.e. 1 PM, all shall return home – even those awaiting their turn at a shop.
No curfew pass shall be required by members of the public to go out during this time i.e. 9 AM – 1 PM. Further, those running these shops/ commercial establishments shall be allowed to move from 8 AM to 3 PM (1 hour prior and 2 hours post of public opening hours) to and from their homes. It is clarified that shops of essential commodities such as food including groceries, fruit, vegetables, and meat etc., milk including milk products and chemists, were already open for home delivery earlier without restrictions of timing. Now walk-in customers can be entertained from 9AM – 1PM only. Thereafter, they can resume home deliveries/ operate as before.
It is further classified that as per MHA Guidelines, movement of all trucks and other goods/ carrier vehicles – without distinction of essential/ nonessential shall be allowed. This would include an empty truck/ vehicle plying after the delivery of goods, or for pick-up of goods. This shall require no pass.
E-Commerce Activity shall be permitted, without the distinction of essential/ nonessential goods. (Orange Zone)
The Industrial Establishments (both Govt. & Private) that shall be allowed to operate includes All Industries operating in rural areas i.e. outside the limits of municipal corporations and municipalities, the Industrial establishments in urban areas only Special Economic Zones (SEZs) and Export Oriented Units (EoUs), industrial estates, and industrial townships with access control, the Manufacturing units of essential goods including drugs, pharmaceuticals, medical devices, their raw material, and intermediates.
Permission has also been granted to Production units, which require continuous process, and their supply chain, Manufacturing of IT hardware, Manufacturing units of packaging material, Jute industries with staggered shifts and social distancing, Oil and gas exploration/ refinery.
As per earlier directions of DoH, GoP, either housing facilities had to be provided in the factory or in the adjacent buildings or specially dedicated transportation facilities have to be arranged (or on foot or bi-cycle) for the labour/ workers. In case of industries already having done so , it is advised to continue with the same arrangements.
The Construction Activities shall be allowed to operate in Rural Areas include All construction whether new or ongoing without any restrictions. In Urban Areas Only on-going projects subject to availability of workers at site i.e. insitu construction (as earlier) including personal / residential / commercial buildings etc .Further, any construction of renewable energy projects shall be permitted – new or ongoing. The stone crushers, mining of sand and gravel and its transport, shall be allowed to operate only to service the construction activities mentioned above and for no other purpose.
Further, for Industry & Construction activity, it is clarified that as per guidelines of MHA, no permission shall be required to restart the operations/ resume operations/ construction – if conditions are met and they are covered under the given exemptions. Only a self declaration to the effect that they shall adhere to SoP/ National Directives of GoI and GoP may be mailed to GM, Industries, Mohali (gmdicsasnagar@gmail.com)/ District Mining Officer, Mohali (xenminingmohali@gmail.com).
The following Offices shall be allowed to operate include Government Offices – At maximum 33% strength (of overall staff) – preferably with a 14-day rotation roster. The Head of Department/ Office shall be responsible for the same. However, there shall be no public dealing until further orders. Provided that there shall be no restriction of staff strength on offices/ employees of emergency services, security services including police, revenue, prisons, health, water supply, municipal work and sanitation, fire, electricity; those put on essential duty/ COVID19 related duties and Central Government offices of Defence, Central Armed Police Forces, Health and Family Welfare, Disaster Management and Early Warning Agencies (IMO, INCOIS, SASE and National Centre of Seismology, CWC), NIC, FCI, NCC, Nehru Yuva Kendras (NYKs) and Customs.
Private Offices shall be allowed to operate At maximum 33% strength preferably with a 14-day rotation roster. The Head of Office/ Management shall be responsible for the same while Banks shall operate At maximum 50% strength. Public dealing shall be between 9AM – 1 PM. Banks can close operations/ reconcile etc. till end of normal working hours – in any case not beyond 5 PM.
As for Movement of persons, No person shall move unnecessarily for non-essential work. Movement of persons shall be allowed only From 8AM to 6PM to and from the work-place on production of Identity Card issued by the employer (Govt/ Pvt) and From 9AM to 1PM to shops/ commercial establishments/ banks. Vehicles must be avoided.
4 wheelers shall be allowed with a maximum of two passengers besides driver – and only for permitted activities. Two wheelers shall be without pillion rider.
For movement to Chandigarh/ Panchkula (Tri-City), At present, while movement for permitted activities, as outlined above, within the District does not require passes. However, Crossing borders of UT/ Mohali/ Pkl requires either ID Card (for Govt. Officials on duty) or Curfew Passes (for pvt. persons). As such, those residing in Chd/ Pkl but working in Mohali – may apply to their respective places of residence for issuance of passes to commute within the Tri-City. It is reiterated that activities prohibited by MHA across all zones) shall remain prohibited under all circumstances.
Any violations shall invite criminal proceedings under the relevant provisions of the Disaster Management Act, 2005 and the Indian Penal Code, 1860.
