Chandigarh: Former Chief Minister Parkash Singh Badal today thanked the Union Home Minister Shri Raj Nath Singh and the Government of India for conceding Punjab’s demand for restoration of the 60:40 ratio in recruitment, appointments and postings in the Union Territory of Chandigarh “till the eventual transfer of the City to Punjab.”
Badal also asked the Chandigarh Administration to ensure expeditious implementation of the fresh notification from the Government of India in this regard.
Badal was commenting on the Union Government notification specifically stopping the implementation of the September 25 notification which had provided for the merger of the posts of the DSP’s in the UT with the cadre of other Union Territory such as Daman, Diu etc, known as DANIPS.
The fresh notification issued by the Union Government specifically prohibits this merger. It has also asked the Chandigarh Administration to follow the criterion of appointing officers from Punjab and Haryana 60:40 ratio basis instead of recruiting them directly under a new cadre.
Both in the government and as opposition, the SAD had been demanding that since the present status of Chandigarh as a UT is merely a stop-gap arrangement pending its promised transfer to Punjab, nothing should be done to disturb the agreed formula of drawing officers from Punjab and Haryana cadres on the agreed formula. Badal said that the stoppage of the merger of posts of DSPs should be followed as a model and nothing should be done to disturb the status of Chandigarh as the prospective capital of Punjab, with current administrative arrangements being only of a temporary nature till the transfer to Punjab actually materialized.
