Chandigarh, January 1:Under the dynamic and visionary leadership of Capt. Amarinder Singh, Hon’ble Chief Minister of Punjab, the Revenue Department of Punjab reaffirms its commitment to provide hassle free services to the people of Punjab, informed Vinni Mahajan, Financial Commissioner Punjab, in a press conference at Punjab Bhawan, Chandigarh. She was accompanied by Dipinder Singh, Secretary Revenue, Paramjit Singh, OSD Legal, N.S. Sanga, Advisor Punjab Land Records Society and Malhotra, Standing Counsel, Revenue Department.
Rolling out the roadmap of more transparent and more accountable Revenue Administration by the use of available techniques of Information Technology, FCR said that in order to achieve the ultimate vision of making land laws, procedures, processes and practices in tune with requirements of modern agricultural and non agricultural uses, the revenue department will take up the following in the year 2018:
1. To set up a Revenue Commission
a. The Commission will, among others, revisit the existing land Acts to make them relevant with the changed land use situation.
b. The Commission will also examine the need for new Acts or the amendment of the existing ones to legalize the land lease practices in order to provide a firm basis for a modern high value agriculture/horticulture in place of current mono culture of wheat-paddy.
c. The Commission will also explore the possibility of replacing the current practice of presumptive ownership with an appropriate legal title.
2. Partition cases shall be disposed of on a campaign basis. Procedure shall be simplified and special emphasis shall be given to private/family partitions and to reflect these in the revenue record.
3. Disposal of Evacuee/Nazool lands in a transparent manner.
4. State wide roll out of on-line registration system already introduced on pilot basis at Moga and Adampur.
5. Restoration of missing records and their digitization; improving the condition of record rooms.
a. Digitization and restoration of musavis, validating and linking them with the record of rights.
b. Modernization and digitization of all revenue record over a period of time in phased manner.
c. GIS mapping of the entire land holdings shall be done and tagging these with the existing digital record. NGDRS (National Generic Document Registration System ) to be linked with land records so that transactions are recorded automatically in the land records. This will prohibit selling of land without recorded ownership and thus will eliminate avoidable litigation.
d. Construction of revenue record within “lal lakirs”. Reconstruction of the revenue record of villages and towns which got misplaced or destroyed due to floods etc. This will be completed in the present year.
e. Installation of boundary pillars by Gram Panchayats.
6. Processes shall be simplified and standardized for:
a. Speedy demarcation of land with ETS( Electronic Total Station) machines. Each Tehsil/Sub Tehsil shall be given one ETS for scientific demarcation.
b. On-line Revenue Court Management System shall be introduced from the Courts of Naib Tehsildars and upwards for bringing in transparency and ensuring the speedy and time bound disposal of revenue cases.
c. on-line authentication of fards to avoid the necessity of manual authentication by the revenue officers.
d. up gradation of computerization of land record software and linking with NGDRS.
7. Standardization of the criteria for the creation of new administrative units. Review of the new units created in the recent past.
8. Improving the quality of field staff by
a. Continuous up gradation of knowledge and skills through trainings of all the officers from Patwaris to SDMs, in a phased manner.
b. The need based filling up of the vacancies of revenue staff at various levels.
9. To strengthen the Disaster Management Units at the State and District Level to minimize the response time and to standardize the processes involved in mitigating the impacts of Natural Disasters.
10. Department will explore the possibility of new ways of mapping and assessing the damage caused by Natural Calamities for disbursal of relief to the affected farmers in a transparent and speedy manner.
